@Anna and Suresh: It is a Fly vise, for tying fishing flys. In the art of tying flyes, one has a hook where one winds tread on, around and around tying feathers or hairs to the artificial fly"body".
This is not my fly or vise, I'm thankfully not hooked(pun intended) on this hobby, so I had to borrow it from a friend. When he bought this vise some years ago, it was one of only 4 made with this color, a brown trouth color. and it cost 2000$!!. So that makes all my hobbies not so expensive anymore;)

I was intending to make a remark that the one who uses this must be working very tidy indeed, but I can imagine it's for display only?

@Willem, it is in use;) But I think he has more than one vise, not all so expensive. But I know him as a gut who buys quality-stuff and uses it, I know he has several knives that cost more between 500-1500 us$ and they are uses hard. He likes to spend weeks in the mountain, sleeping in tent or under the open sky, just hiking from water to water and fish:) An outdoorsman he is;)

Tying flies is an art form in and of itself. Not sure what the holder is called but I find it interesting someone would decorate it like that.

I should add that fly tying is a science as well as an art form. To be of any true value the fly must be attractive to fish. It is all about creating allure or, a lure. ;o)

I think this is excellent. Fly tying certainly does require a lot winding.
Seeing this makes me wish I had entered one of my son threading a bassoon reed.
